The preeminence of New Orleans as a Jazz center came to an end in 1917 during World War I as a result of still another ordinance when Storyville was closed by the Navy Department. Although improvisation was less prominent during the swing era, it regained importance with Bop and onward. Hard bop had a black, street flavor—a reaction, in part, to the intellectuality of the Cool School. This is because popular music has been created from the ideas of jazz for the last 100 years.
